As an aside on Mulligan, I come from a family with several members in the VPD. One uncle, on joining in the late 40s, received a bit of perfunctory training until he was assigned the midnight shift. He was handed a revolver and told he was the law on Powell Street. It was done with no uniform as Mulligan and company had stolen the uniform money.
